I have an RTX 3080 installed in an Asus B450-F motherboard which only has PCIE 3.0, is it worth upgrading to this motherboard here or is it not worth it enough to upgrade?

I think the upgrade is only worthwhile if you also want to switch to the new AMD processors and faster memory. The difference between PCI 3.0 and 4.0 is not so huge that you would notice it extremely in the graphics.
