I recently bought this pair of earpods. Comparing to "Sony WH-1000XM4", the ANC is like a joke! indeed it feels like there is none. I tried to factory reset the pods, but no difference. Is it normal? Can it be that mine is broken?

You should really try different eartips properly and use Sony's app to check the seal.
I own both wh1000xm4 and wf1000xm4 the anc is obviously not as good as the headphone but pretty near perfect with good seal from the ear tips
