I have absolutely zero experience with the Optane. But for rendering, I would definitely go for one or two SSDs with 500+ GB, one for raw data and the other for OS + final data.
Additionally I would buy a GTX 1060 6GB (or higher), because modern render tools use the graphics card for rendering and are much faster than the CPU. New Photoshop and InDesign also use the graphics card to some extent.
