I would like to digitise old videos from a VHS recorder onto a PC. Can I do this with this converter and is there any recommended software for recording?

No. You need the "Marmitek Connect AH31 Scart to HDMI Converter" if you want to watch old videos from a VHS recorder on an HD television with HDMI input.
You need a so-called video grabber. A very good grabber is the "Renkforce GR2". (I have one too, it's brilliant) You can get it at Conrad.ch for 50.-Fr. (Order No. 1304232-62), and it also comes with software for recording. (MAGIX Video easy Software).

Unfortunately, you can't do that. You have to use something like Elgato Video Capture.
