The licence for Office Home & Business 2024 is intended for one user on one computer. If multiple users are working on the same PC, the software will not be automatically activated for each user account. You would either need to purchase a separate licence for each user or consider another licence option such as Microsoft 365 Family that supports multiple users.

There is no official way to transfer the licence to multiple user accounts on the same PC without purchasing an additional licence.
