If I use the ryzen 7 5800x and a b550 mainboard with the 4060, is that a bottelneck?

Yes, but not extremely. If your graphics card (for a game that requires the same amount of processor power as graphics card power)* is 100% utilised, your processor is estimated to be 90%-95% utilised.

*Such games hardly exist.

Depending on the application, the graphics card will probably be the first to reach its performance limit.
