Intel processors have UHD Graphics 630, so I do not necessarily need dedicated graphics card to connect two monitors and have fully operational system. If I install 3950X or 3900X, do I need to buy a separate graphics card to be able to connect monitors and actually see something on them?

You need a separate GPU for those CPUs also not every Intel CPU has integrated graphics either (eg F and X CPUs)
