Is it possible to connect the Razor Core X enclosure via a USB-C to USB3.1 cable?

No, because the USB 3.1 port is much slower than TB3 and you can only use eGPUs with TB3.

I'm afraid not. Not even via USB-C / USB-C cable. Although the connector format is USB-C, the port you must connect to needs to be Thunderbolt 3. With the case is provided a USB-C/Thunderbolt 3 to USB-C/Thunderbolt 3 cable (although it was too short for me) that you can use. An USB 3.1. connector would not be capable of managing the amount of data transfer, so be sure first you machine has a Thunderbolt 3 port first, or look for an adapter.
