Is it possible to reinstall the license on a new computer by deleting it on the old one? (moving from an old Mac with Office 2016 to a new one and simply reactivating the same license on the new one by deleting it from the old one) Also, when ordering a German version, can the language be changed or is it the default language and then it is not possible to go back?

As far as I know, yes, it is possible to install an already registered licence on a new workstation, but you will not be able to use them simultaneously.
The current versions of Microsoft Office are multilingual (German, French, Italian, English, ...) and cross-platform (Windows and Mac) and can freely determine the language of operation.
