Is the mouse made entirely of hard plastic except for the wheel? I don't like this soft rubber, it always gets so sticky over time, even with the high-end MX Master, which really shouldn't be the case.

Yes, no rubber. I can also confirm that.
I have been using 2 M220 Silent for 3 years (private & company). The part still feels like it did on the first day.
