Is there a led controller built into the pack? I'm having trouble understanding the description.

You only have 2 LED inputs...So yes you can control the LEDs of the 2 fans (or LED strips) you plug into it via iCue but you'd better get a Corsair RGB Fan LED Hub which allows you to plug 6 LEDs into 1 LED output, so you'll only have to deal with one LED input of your PRO controller.
