Is this 180W version identical in construction to the Dell WD19TB version?

Yes, the main part of the Dokingstation is the same. The module to which the cable is attached is different. It would be possible to make a wd19TB out of a Dell WD19 afterwards, but it is not really worth it as the module costs 160.- at Dell.

The difference between the stations is the communication via usbC. Thunderbolt / Displayport protocol
