The Ram you mentioned is "Dual Ranked".
These have better subtiming and can therefore be "faster".
When the ram is overclocked, the load on the memory controller increases, which in turn can (but does not necessarily have to) lead to a lower maximum clock speed.
Certain notebooks may be incompatible with this dual-ranked memory.
