Hey, if you're cooling with air. I would get a proper tower cooler.
Otherwise, any AIO or Wakü should be able to cope.
The topic of power limits is interesting. Here you can not only save power but also reduce the waste heat accordingly with hardly any loss of performance in games.
I've found the video for you, I've limited mine to 120W myself... but with a Wakü, so not because of the temperatures.

With proper undervolting, you can easily get a good air cooler under control. But at this point in time, I would no longer buy an Intel system.
