Microsoft offers different licence models, the "real" Microsoft licence (approx. 250 €, support directly from Microsoft), the OEM licence offered here (support via the seller/PC manufacturer) and the volume licences for companies. The licence you mentioned probably comes from the latter and its individual sale to third parties is actually not permitted by MS.

However, the offer at Manor does not come from Manor itself. There, too, there are apparently third-party sellers, as here at Digitec. Below the price it says "Supplied & sold by Destock Informatique" --> https://www.destock-informatique.com/

There are several providers who offer software licences at very low prices. What they have in common is that it is not entirely clear what the original source of the licences is.
