Artworks that were confiscated during the National Socialist era or had to be sold under pressure are to be returned to their former owners or their heirs according to the Washington Declaration of 1998. Nevertheless, there are still no clear legal regulations in Germany; instead, the debate over looted art and restitution continues to be revisited time and again. Recently, the so-called Schwabinger art find sparked intense discussions, and further cases and revelations are expected to follow. The authors of this anthology aim to provide a more objective perspective on the discussion through their contributions. They propose suggestions on how to balance the claims of the heirs with the interests of current owners. The contributions range from considerations regarding the restitution debate.
