Humanitarian international law - the part of international law that addresses the parties involved in an armed conflict - faces new challenges at the beginning of the 21st century. The discussion about its further development is being revitalized by the introduction of modern, often information technology-driven weapon systems and methods of warfare, as well as the threatening asymmetric conflicts between state and non-state actors, such as covertly operating transnational terrorist organizations. Against this backdrop, a thorough examination of the legal sources of humanitarian international law is of particular importance.
