When terrorism expert Booth Stallings loses his job, he is approached by government-connected American businessmen with a mission to broker a 5-million-dollar deal with a Filipino terrorist, for a handsome fee, of course. His clients want to force the guerrilla leader into retirement. Stallings, who met the guerrilla decades earlier during World War II, doubts the true intentions of his clients. He decides to steal the millions with the competent help of con artist Maurice "Otherguy" Overby and the gamblers Artie Wu - a contender for the Chinese imperial throne - and Quincy Durant, as they have better use for the money.
