The concept of government that Foucault developed primarily in the largely unpublished lectures of 1978 and 1979 at the Collège de France provides the key to understanding his later work. No longer law and war, but rather leadership and hegemony form the central reference points. Foucault argues that the genealogy of the modern state and the genealogy of the modern subject are interconnected. Foucault's analysis of modern governmentality is particularly relevant today. Through liberal thought, he demonstrates how the self-regulating capacity of individuals and groups can be linked to economic profit maximization and socio-political goals. This allows him to illustrate the relationships between biopolitics and racism, freedom and security, the reduction of welfare state benefits, and the increasing appeal to personal responsibility.
