Even Konrad Adenauer's policy of Western integration, the recognition of the GDR in 1954, and the construction of the Berlin Wall in 1961 suggested a cementing of the German division. However, the rapprochement of both German states since the late 1960s and Willy Brandt's new Eastern policy marked a sign against the hardening fronts of the Cold War.
