About the Work

This work provides a compact yet scientifically grounded overview of state budget law. The provisions of the Federal Budget Code form the basis of the commentary. At the end of each individual commentary, there are discussions on the corresponding provisions of the 16 state budget codes, with particular emphasis on substantive deviations. Regulations of the Budgetary Principles Act, which is binding for both the federal and state levels, as well as significant norms from the Basic Law and Union law, are addressed in the relevant context. Additionally, the fundamentals of public procurement law are explained in relation to Section 55 of the BHO. The correspondence notes preceding each commentary offer an additional overview of comparable provisions in the BHO, LHO, and HGrG, as well as relevant constitutional provisions in Bun.
