In 1985, Larry N. Spiller compared the development of industrial energy management to a deeply insightful fable in an originally introduced article in the prestigious Harvard Business Review ("The energy wolf is still out there"). This fable tells the story of three little pigs who wanted to protect themselves from the wolf. The first little pig lived in a straw house, despite knowing about the existence of the energy wolf and sensing the danger it posed. The wolf caught it off guard in 1973, and its fate is well-known. Today, the situation of industrial enterprises is comparable to that of the second little pig. Undoubtedly, this pig learned from the fate of its predecessor and built a wooden house; thus, a series of measures were taken.
