This dissertation concerns European individual legal protection against targeted or smart sanctions imposed by the United Nations Security Council to combat terrorism and implemented at the European Union level. The author specifically defines the scope of the primary legal bases established after the entry into force of the Treaty of Lisbon for the issuance of these targeted sanctions (Art. 75, 215 TFEU) as well as the relationship between the law of the United Nations (creation level) and that of the European Union (transformation or adaptation level). To reconcile contradictions between the two legal levels, she develops a principles model. Furthermore, Katharina Koch analyzes the Kadi jurisprudence of the General Court and the Court of Justice of the European Union from 2005 to 2013, focusing particularly on the content and implications of the CJEU's concept.
