While the resulting provisions for reducing the structural budget deficit pose only a minor problem in states like Bavaria and Baden-Württemberg, Saxony has already recorded budget surpluses as the first federal state. In contrast, Saarland and Bremen still face significant hurdles in completely eliminating their budget deficits.
