Abstract: With the constitutional regulation of the Federalism Commission II, the federal states have been required since 2011 to commit to completely eliminating their budget deficits by 2020. The aim is to meet the demands of the Stability and Growth Pact regarding permissible national debt in the Federal Republic. While the resulting provisions for reducing the structural budget deficit pose only a minor problem in states like Bavaria and Baden-Württemberg, Saxony has already recorded budget surpluses as the first federal state. In contrast, Saarland and Bremen still face significant hurdles in completely eliminating their budget deficits.
