The Love Parade disaster in the city of Duisburg in 2010, the vaccination scandal in the city of Halle (Saale) in 2021, and allegations of embezzlement in the state capital Hanover in 2019, as well as in the municipality of Nieste, district of Kassel, and in the city of Zwiesel, district of Regen in 2021 - the mayors, as responsible parties, were quickly identified nationwide in each case. Resignations or suspensions of municipal administrative leaders typically quiet the political uproar associated with the allegations after a relatively short time. However, the question of whether mayors face financial risks in the form of liability claims after a real or perceived scandal remains open and unnoticed by the public. This book aims to provide an answer by first examining the role of the mayor, then outlining possible legal grounds for asserting liability claims, presenting case studies of liability risks in practice, and considering ways to avoid them.
