Since the reform of the military service in 2011, volunteer fire departments and the Federal Agency for Technical Relief have faced the challenge of attracting citizens for long-term volunteer work. Demographic changes, increased work demands, and greater mobility make it difficult to recruit new volunteers and ensure their ongoing commitment.
