This study focuses on a global approach to broadcasting regulations. By referencing the concept of broadcasting in international, European, and national regulations, its functions and content are presented to explore the possibility of a unified global broadcasting framework. The discussion includes a potential adaptation of the broadcasting concept to current developments and their impact on broadcasting regulations. This also involves addressing the question of whether a comprehensive core concept can be derived from the broadcasting definitions of the various regulatory areas. Additionally, the regulation of multimedia services is under consideration. Clear criteria for delineation are to be established in order to legally capture multimedia services, based on an outline of their technical prerequisites.
