To secure the 2016 Olympic Games, the city of Rio de Janeiro had already submitted a comprehensive list of proposed projects in 2006, which were to be implemented if their bid was successful. In addition to the necessary sports facilities, the entire city was to be equipped with new underground and above-ground transportation routes to connect the 12 million citizens of the metropolis. The dilapidated port area was to be revitalized, and the port itself completely abandoned. A new cultural and business center was to emerge from Rio. The city was to shine again in its former strength and beauty, as it did when it was the capital of Brazil until 1960. A large-scale pacification policy was initiated in the favelas to finally eliminate the prevailing perception of the divided city, "Cidade Partida.".
