Network Foreign Policy describes the dynamic transformation of international relations from a sum of national foreign policies to a multifaceted network of multilateral contacts. For state foreign policy, this process posed a unique challenge, as these networks encompassed both state and non-state activities. Therefore, state involvement in this new development had to be secured, and the instruments of foreign policy had to be adapted to the new structures of international relations. Rich domestic and foreign archival sources document the emergence of a network-oriented foreign policy as a forgotten characteristic of Swiss foreign policy, which is beginning to gain new significance as a historical root of globalization. The book examines both quantitatively and qualitatively Swiss participation in international organizations and official attendance at international conferences and congresses from 1914 to 1950. The era of crises and wars allows for a discussion of the stability of international networks and an examination of foreign policy responses to fascist and Nazi infiltration. The interaction between foreign policy and networks during the world wars is addressed, as well as their significance in the transformation of international relations into the UN system.
