The restructuring of the contractual design of statutory health insurance (GKV) that began with the health reform of 2003, shifting from a collective to an individual contract system ("selective contracting"), has far-reaching consequences for both health insurance funds and insured individuals: The funds gain more flexibility in healthcare provision, and insured members can choose between different healthcare offerings and potentially switch their insurance fund. Consequently, the members' loyalty to their current fund becomes a survival strategy in the competition among funds.
