In this research report, the authors analyze the money laundering potential of various forms of gambling depending on the providers and licensing jurisdictions. They base their analysis on the 4th EU Anti-Money Laundering Directive, which requires member states to subject gambling providers to special controls to prevent money laundering. So far, only casinos are required to comply with these regulations. The authors demonstrate that only lotteries can be shown to have a low money laundering risk. Therefore, providers of all other forms of gambling should be classified as obligated entities under the Money Laundering Act (GwG).
