Employer associations play a significant role in German labor relations. Together with trade unions, they are a central pillar in the system of collective bargaining agreements and thus contribute to shaping the working conditions and remuneration of millions of employees. Little is known so far about how the distinct, strong interests of individual member companies are merged into a collective association policy. Based on a quantitative analysis of 358 employer association statutes and qualitative information sources, Behrens concludes in this study that the initial interests are not simply aggregated by the associations but are actively processed – paradoxically, the cumulative interests appear weaker in the end than the individual interests. The processing of interests draws on intra-association dynamics.
