This study represents an attempt to theoretically substantiate the substitution law of organization by Erich Gutenberg. The impetus to engage with this issue came during my time as a research associate in the Special Research Area 303 at the University of Bonn from Professor Dr. Dres. h. c. Horst Albach. The work was essentially completed in early 1987 and accepted as a dissertation by the Faculty of Law and Political Science at the Rheinische Friedrich-Wilhelms-University Bonn in mid-1987. My research efforts have been particularly shaped by my academic mentor, Professor Dr. Dres. h. c. Horst Albach, to whom I owe my deepest gratitude. He supervised this work as my doctoral advisor and encouraged me to address the problem of the optimal transition from case-based to general regulations.
