This privatization is to be understood as an extraordinary process both legally and historically: it took place over several decades, starting with the initial inclusion of private shareholders in 1953 and continuing with the gradual withdrawal of public ownership until 1997. Particularly interesting are the interim stages of Lufthansa as a mixed-public and mixed-economy company. Furthermore, Lufthansa is the first of the major federal infrastructure companies from which the public sector has completely withdrawn through a task privatization. However, the privatization of Lufthansa required state action for its legal security. It has significant signaling effects both domestically and internationally.
