Part-time work is part of an ongoing flexibilization of the labor market. It is viewed by both politics and the umbrella organizations of employee and employer associations, in rare agreement, as a beacon of hope in the fight against rising unemployment. This assessment led to the creation of the Employment Promotion Act in 1985. The central norm of this legislation is the prohibition of discrimination between part-time employees and full-time workers as stated in Article 1, Paragraph 2, Section 1 of the Employment Promotion Act 1985. Despite the embedding of the prohibition of discrimination in the national legal framework, the significant impulses in the law regarding part-time employment came from a completely different, initially distant side. Part-time work is predominantly female work. Only a vanishingly small proportion of part-time employment is held by men. This observation has been recognized by the European Union.
