The work emerged following an extensive conversation between the author and Prof. Dr. Czada about the issues facing the German tax administration. The lively discussion on problems such as the high costs of taxation and the significant differences in the taxation of individual tax objects raised the questions: Why do such discrepancies occur within a system of pure rule enforcement? And why does the area of so-called commissioned administration seem particularly immune to stronger centralization in terms of efficiency?.
