The work deals with the regulation of network access fees following the EnWG amendment. Against the backdrop of the community law framework and design options presented therein, the focus is primarily on analyzing the content of the network usage fee regulation as implemented in the Energy Industry Act (EnWG) and the Network Usage Fee Ordinances (NEV). Questions regarding the standards, procedures, and institutional design are raised and addressed with solutions. The regulatory instruments are presented in detail. Additionally, incentive regulation is examined in light of recent developments, particularly the submission of a draft regulation.
