The procedures for the establishment of spatial planning and development plans are today more than ever influenced by environmental protection and the resulting requirements. Among these environmental requirements is the Environmental Assessment (EA), which captures, determines, and evaluates the impacts on specific protective assets during the preparation, amendment, or supplementation of a plan. Due to the implementation of the Environmental Assessment at various levels of spatial planning and development planning, as well as overlaps with other environmental assessment procedures conducted at a planning level, such as the intervention regulation or the Habitats Directive compatibility assessment, there may be duplicate assessments at one or multiple planning levels. The concept of coordination and layering within the framework of the Environmental Assessment aims to avoid duplicate assessments through procedural management when conducting various environmental assessment procedures and to mutually utilize the contents of the assessment processes.
