Some public insurance companies are established in the legal form of a public law institution. Due to the lack of a unified organizational law for this legal form, the responsibilities of their bodies are defined separately for each institution. In this context, there are no regulations regarding the accountability of the boards and supervisory boards in either the founding laws or the statutes. In comparable cases, it is argued, with reference to the reservation of the law, that accountability can only arise from the employment contract, which means it could become a subject of contract negotiations. Addressing this situation, this work examines the foundations of the accountability of the bodies and their essential duties.
