The introduction of the Child and Youth Welfare Act (KJHG) in 1991 initiated a shift in perspective within youth welfare. The focus was no longer on maintaining public safety and order, or on the exclusion of neglected youth through closed placements and work education, but rather on performance management to better promote and integrate young people into society through general and individual support services in various life situations. Constitutionally, this shift in perspective is significant in that, with regard to the primary responsibility of parents for upbringing, the promotion and preventive protection of children and adolescents take center stage (Article 6, Paragraphs 2 and 3 of the Basic Law). This obligation to protect is primarily enshrined in Article 2, Paragraph 1 of the Basic Law, as it pertains to the child.
