After the abrupt end of real-existing socialism in the GDR, the conditions for comparing totalitarian theories seem not only more favorable, but E. Fraenkel's thesis of the dual state can also be examined to see if it can be applied to the SED dictatorship. The aim of these efforts is to elucidate the mechanisms, rules, and developmental phases that dictatorships undergo due to a historical claim. For instance, the cadre policy of the German People's Police and its effects on political penal enforcement and forced resettlements were used as an example to explain, on one hand, the operational mechanisms of the SED dictatorship, the socialist dual state. On the other hand, it aims to shed light on a power organ loyal to the SED that always operated in the shadow of the Ministry for State Security, yet acted just as efficiently and loyally - albeit more quietly - in selected areas as the State Security did as the shield and sword of the party.
