Inspections, as well as the examination powers of European and member state administrative authorities on-site for fact-finding, are a practical and technical instrument to ensure the implementation of Community law. They also serve to build inter-administrative trust within the multi-level system of European governance. By examining specific reference areas of European administrative law, structural elements are initially identified. The primary legal bases and the general principles of primary law provide benchmarks for further analysis. At the enforcement level, there are horizontal and vertical multi-polar and tiered legal relationships. The investigation shows that the procedural and defense rights known from the Community's self-administration law apply while considering sector-specific aspects.
