The government and parliament, as the central organs in a parliamentary republic, stand in opposition to each other while complementing each other in their tasks of legislation and law enforcement. The government prepares legislative proposals in the form of government drafts, while parliament is responsible for providing the legal basis for enforcement actions and for overseeing the government in its policies as well as ensuring compliance with the fundamental norms it has established. This is where the significance of parliamentary oversight lies: In the modern constitutional state, which, in addition to its classical role of fulfilling legal and power purposes, increasingly has to meet cultural and welfare objectives, and has thus also become a cultural, social, and economic state, there is a continuous growth of challenges.
