The 1830s are considered a preliminary peak of political public life in Germany. Following the July Revolution of 1830 and in the context of the Harnbach Festival, the early liberal movement celebrated its first spectacular successes; the constitutional state parliaments advanced to become the parliamentary "pre-school" of the Frankfurt Paulskirche. After the pivotal year of 1830, a political "Biedermeier" did not begin, but rather the "Pre-March," the prehistory of the Revolution of 1848/49. This study is based on the evaluation of largely unknown documents and letters from over forty archives and libraries. It addresses the parliamentary and constitutional history of a central state of the German Confederation: the Electorate of Hesse. After social revolutionary unrest, the northern Hesse territory achieved the most progressive constitution of its time in January 1831.
