The entire security law at both the federal and state levels is currently undergoing a comprehensive restructuring. In the areas of criminal procedure law, constitutional protection law, intelligence service law, military shielding, and police law of the federal states, draft laws have been presented and laws have been passed that aim to reorganize or have already reorganized the essential areas of security law. A common feature of the various laws and legislative proposals is that they fundamentally revise the informational tasks and powers of the security authorities. In connection with similar legal norms tailored to risk management rather than the prevention of dangers, the author examines the nature of preventive legal norms using the example of the new police information powers.
