Bettina Lelong analyzes the political implementation of the urban development large-scale projects HafenCity (Hamburg) and Kop van Zuid (Rotterdam) to determine which conditions influence the scope of action of the involved actors. Using a network-theoretically grounded four-level analysis, she identifies explanatory approaches for the effective collective action of the actors. The comparison of the two large-scale projects reveals both the differences between the two types of networks, each with distinct action logics (exclusive vs. inclusive networks), as well as the commonalities that can be seen as causes for a political change in both cases. These include selective network expansion, the development of a new construction of reality, and specific action orientations of actors in strategic network positions.
