Committees play a central role in the European Union. They serve as forums where political ideas are deliberated, proposals are discussed, and expertise is brought into the political process. However, the interaction and cooperation relationships, as well as the problem-solving capabilities of the committees, remain largely unexplored in European research to this day. This empirically based study conducts a micro-analysis of the work and functioning of the committees, as well as an assessment of their problem-solving potential within the European multi-level framework. It thus presents, for the first time, internal insights into the committee system of the EU.
