Unlike private real estate management, public real estate management organizations do not face competition, as they implement political mandates for public services. Nevertheless, the properties entrusted to them are increasingly viewed as assets, the value of which must be maintained or enhanced. Therefore, in the future, management tools must be employed that enable the assessment of public real estate and the demonstrable optimization of the overall portfolio through the development of individual properties. Stephan Seilheimer demonstrates how public real estate holdings can be analyzed, evaluated, and managed, and how they can be brought to market. To this end, he develops a five-stage model for the introduction of a metrics-based portfolio management system.
