Professional training is a particularly important, yet not always consistently utilized, labor market policy instrument for integrating unemployed individuals into the primary labor market and securing employment for low-skilled workers. Using the example of the qualification offensive in the port economy, this book presents an employment-effective solution approach in which key stakeholders—employment agencies, companies, trade unions, and educational institutions—collaborate closely. The stated goal was to qualify 2,800 unemployed individuals and integrate them into employment. Additionally, training offers were provided to low-skilled employees in connection with underemployment resulting from the 2009 economic crisis to secure their employment. The employment agency financed the qualifications, while companies offered sustainable employment prospects in return.
