Demographic change has arrived in municipalities and poses significant pressure for action. On one hand, the population structure in cities is changing, which in turn affects the demand for municipal services. The population is declining, varying by location, and in any case, it is aging and becoming poorer in parts. The question for the future is what tasks need to be accomplished, in what quality and quantity, and which can be done. Because the attractiveness of a municipality will increasingly be measured by this in the future. On the other hand, the number of employees is decreasing, and at the same time, the age structure in public service is changing, particularly evident in the declining number of those under 35. Staff reductions will soon no longer be a topic for local politicians. Instead, the focus will shift to how, by whom, and in what quality municipal services will be provided in the future.
