Demographic change has arrived in municipalities and poses significant pressure for action. On one hand, the population structure in cities is changing, which in turn affects the demand for municipal services. The population is declining, varying by location, and in any case, it is aging and becoming poorer in parts. The question for the future is what tasks need to be accomplished, in what quality and quantity, and which can be done.
